Part of #401 (phase 1).

Vendors must be able to hold a copy back from the web the way they already hold
copies back from shows — case pieces, holds for a regular, anything not for sale
online.

CardInstance already has is_protected / is_locked / is_show_allocated,
which are exactly this shape. Prefer extending that pattern to inventing a new
one.
The gate belongs in the shared availability path, not in the storefront query —
otherwise every future caller (cart, buylist, sitemap) has to remember it.
One guard where all callers route through.
Toggle exposed in the existing inventory UI.

Done when a gated copy is invisible on the storefront and still fully
sellable at the counter.
