Child of #702. Automatic US sales-tax calculation/collection.

Scope

Enable automatic_tax on Checkout (subscriptions) and on invoices.
⚠️ On direct charges the connected account (shop) is merchant of record, so sales-tax registration + liability sit with each shop, not Gambit — Stripe Tax calculates, but each connected account needs its own tax registrations. Gambit owns tax only on its OWN Billing subscriptions (platform account).
CRITICAL: automatic_tax collects nothing without an active registration — confirm registration before enabling, or tax silently reads as on while collecting $0.
